Pumpkin-spice sugar cookies

For the cookies
1/4 cup unsalted butter, room temperature
3/4 cup granulated sugar
1 large egg
1 tablespoon vanilla extract
1 teaspoon pumpkin pie spice
1/2 teaspoon baking soda
1/2 teaspoon cream of tartar
1/2 teaspoon salt
2 cups all-purpose flour
For the frosting
3/4 cup unsalted butter, room temperature
1/4 teaspoon salt
2 cups confectioners sugar
1 teaspoon vanilla extract
1/2 teaspoon pumpkin pie spice
2 to 3 tablespoons heavy whipping cream
Heat the oven to 350 F. Line two baking sheets with parchment paper.
In a large bowl or in the bowl of a stand mixer, cream together the butter and sugar until pale yellow and fluffy.
